CHAPTER 12 – Emily's Choice

The words "PHASE FOUR ELIGIBLE" echoed through Emily's mind long after Victor left the laboratory.
She stared at the report in her trembling hands.
The infant sleeping peacefully in the nursery wasn't just another child.
She was the final piece of a plan that had begun decades ago.
Emily looked through the nursery window.
"I'm not letting you become another experiment."
Victor entered the control room overlooking the compound.
Scientists, security officers, and physicians stood as he walked in.
A massive digital map covered the wall.
Red lights blinked across Europe, North America, and Asia.
Each light represented a Legacy graduate.
Some were judges.
Some were military officers.
Some were billionaires.
Some didn't even know they had once been children inside Victor's network.
Victor addressed the room calmly.
"Phase Four begins in seventy-two hours."
No one applauded.
No one questioned him.
They simply nodded.
Back in Washington, Rebecca couldn't stop thinking about the phrase.
Phase Four.
If there had been a Phase Four...
There had to be Phases One, Two, and Three.
Marcus searched through archived intelligence files until dawn.
Finally, he found a heavily redacted memorandum dated 1987.
Only four headings remained visible.
Phase One: Selection
Phase Two: Placement
Phase Three: Integration
The final heading had been blacked out.
Except for one word.
Inheritance
"What does inheritance mean?" Rebecca asked.
Marcus rubbed his temples.
"I think..."
He hesitated.
"...Victor wasn't building a criminal organization."
"What then?"
"A replacement generation."
Meanwhile, Claire insisted on leaving the hospital.
"The doctors said I need another week," she said.
"I don't care."
I looked at her.
"You can barely walk."
"My daughter is somewhere across the ocean."
She slowly stood despite the pain.
"I'm going."
I knew better than to argue.
Claire had inherited my stubbornness.
Before we left, the elderly maternity nurse who recognized the lullaby approached us.
"I found something else."
She handed me an old silver locket.
"My grandmother asked me never to throw it away."
Inside the locket was a tiny photograph.
Two little girls smiled at the camera.
Claire.
Emily.
Written beneath them:
Summer Program – Legacy House
Claire whispered,
"I remember that dress."
Tears filled her eyes.
"I really was there."
Across the Atlantic, Emily quietly entered the nursery after midnight.
The compound was silent.
Only one security camera overlooked the room.
She removed a small device from her pocket.
One click.
The camera froze on a still image.
She gently lifted Claire's daughter into her arms.
"It's time."
The baby stirred but didn't cry.
Emily smiled sadly.
"You're braver than I ever was."
She carried the infant through a narrow service corridor known only to senior staff.
Halfway down the hallway, someone stepped out of the shadows.
The Shepherd.
Emily stopped.
"So..."
he said quietly.
"...you finally chose a side."
She tightened her hold on the baby.
"Move."
He didn't.
Instead, he looked down at the sleeping infant.
"You know he'll never stop looking."
"I know."
"You can't outrun Victor."
Emily met his eyes.
"I'm not trying to outrun him."
She reached into her pocket and pressed a small remote.
Emergency alarms suddenly blared throughout the compound.
Red warning lights flashed.
Doors began locking automatically.
The Shepherd frowned.
"What did you do?"
"I gave Evelyn a chance."
Thousands of miles away, alarms lit up on Rebecca's secure satellite console.
The Icelandic compound had suddenly transmitted an emergency beacon.
One analyst looked up in disbelief.
"They're having an internal security breach."
Rebecca stood.
"Can we locate it?"
"Yes."
"For the first time..."
He pointed at the screen.
"...they've exposed their exact coordinates."
Rebecca didn't hesitate.
"Prepare the aircraft."
Within two hours, a multinational task force had been assembled.
Homeland Security.
Interpol.
The FBI.
Icelandic National Police.
Everyone understood one thing.
This operation had become international.
The mission was no longer simply to rescue Claire's daughter.
It was to dismantle Legacy forever.
As dawn broke over the North Atlantic, Victor calmly entered the nursery.
Empty.
He looked at the untouched crib.
The warm blanket.
The missing child.
He didn't shout.
He didn't panic.
He simply turned toward the security chief.
"Emily."
The chief lowered his head.
"We believe she took the infant."
Victor nodded once.
"I expected this."
"You did?"
Victor walked toward the window overlooking the frozen cliffs.
"For years, Emily has mistaken kindness for rebellion."
He smiled faintly.
"She thinks she's rescuing the child."
The security chief frowned.
"Isn't she?"
Victor slowly shook his head.
"No."
He pressed a button hidden beneath his desk.
A satellite image appeared.
Not one tracker.
Not two.
Three separate GPS signals blinked beneath the baby's medical blanket.
Victor folded his hands behind his back.
"She's bringing the child..."
"...exactly where I need her to go."
At that exact moment, Emily drove through a snowstorm toward a deserted coastal village.
She believed no one had followed her.
She believed the baby was finally safe.
She didn't notice the tiny green light blinking beneath the blanket.
Or the black helicopter rising silently over the distant mountains.
High above the clouds.
