Chapter 13 - THE PLAN TO FINISH MERCER
Naomi did not have to search long.
The Hargroves had already prepared legislation.
Charles planned to introduce a state education bill restricting private foundation influence over independent schools receiving certain public benefits.
On paper, it sounded reasonable.
Inside the draft was a clause allowing qualifying schools to redirect restricted private education grants into general operating funds if approved by a state advisory council.
Charles controlled appointments to that council.
Elliot stared at the draft.
“They wanted our money without our restrictions.”
“Yes.”
Naomi said.
“And Lila became the pressure point.”
If Elliot withdrew the Mercer grant in anger, Charles could argue that billionaire philanthropy was unstable.
If Elliot stayed, Ashbury could continue misusing funds.
If Elliot publicly attacked the school, Charles could portray him as a rich bully.
The Hargroves believed every path benefited them.
They had not expected Lila to survive quietly long enough for evidence to accumulate.
The state inspector general opened a formal inquiry.
Ashbury froze several accounts.
Donors panicked.
Parents demanded refunds.
Dr. Avery publicly apologized.
“I allowed fear of the board to become negligence.”
He said.
“I cannot undo that.”
“But I can stop defending it.”
He resigned.
Lila watched his statement.
“Was he bad?”
She asked.
Elliot thought carefully.
“He was responsible.”
“That’s not the same question.”
“No.”
He said.
“I think sometimes people do bad things by refusing to stop worse people.”
Lila nodded.
“That sounds like Mrs. Carter too.”
“Yes.”
The board appointed an interim administrator.
For three days, it seemed the truth was winning.
Then the Mercer Foundation’s bank received a federal compliance inquiry.
Someone had accused Elliot’s charity of bribing Ashbury to admit Lila.
Naomi stared at the notice.
“This is retaliation.”
“Can they freeze the foundation?”
“Temporarily.”
That would affect thousands of students across multiple programs.
For the first time, Elliot understood the scale of Charles’s counterattack.
This was no longer about one school.
Charles was willing to harm every child Mercer funding supported if it gave him leverage.
That evening, Elliot received a private call.
Charles Hargrove.
“End the investigation.”
Charles said.
“Withdraw your complaints.”
“Let Victoria resign quietly.”
“And I make the foundation problem disappear.”
Elliot recorded every word.
Then he asked one question.
“What happens to the children?”
Charles laughed.
