Chapter 13 - The Boat Beneath the Balcony

Eleanor climbed over the railing.
Preston shouted for her to jump.
The boat moved through heavy waves below the cliffside house.
She hesitated.
Eleanor had ordered violence for years.
She had rarely placed herself in physical danger.
Police moved onto the balcony.
Captain Ortega told her to step back.
She looked at me.
“You trained Chloe to attack my guard.”
“I trained her to escape someone holding a knife.”
“You turned her against her husband.”
“Julian did that himself.”
Preston brought the boat closer.
Eleanor jumped.
She struck the water beside it.
Preston pulled her aboard.
A police helicopter illuminated the bay.
The boat accelerated toward the harbor.
Coast Guard vessels moved to intercept.
Then Preston turned sharply toward the crowded marina.
He believed civilian boats would prevent pursuit.
Eleanor stood near the rear seat, soaked and shouting.
The helicopter camera recorded everything.
Preston entered a narrow channel lined with private docks.
A fuel barge blocked the far end.
He had trapped himself.
Police ordered him to stop.
Instead, he aimed the boat toward a maintenance pier.
Eleanor grabbed the controls.
They struggled.
The boat struck the pier sideways.
Both were thrown onto the deck.
Coast Guard officers boarded and arrested them.
Inside the Coronado house, investigators recovered more than my forged personnel file.
A locked cabinet contained dossiers on judges, doctors, politicians, executives, and military contractors.
Eleanor had prepared blackmail material for years.
One folder belonged to Senator Hale.
It showed illegal campaign donations from Sterling Aeronautics executives.
Another belonged to a procurement official who approved questionable components.
A third belonged to Dr. Chen’s hospital administrator.
The administrator had provided Eleanor with access to the transfer system used to kidnap Chloe.
The network began collapsing immediately.
Senator Hale announced a temporary leave.
The hospital administrator resigned before being arrested.
Three Sterling executives fled the country.
Federal authorities froze the company’s accounts.
Chloe sat on the living room sofa while paramedics examined her cheek.
I knelt beside her.
“You did well.”
“I was terrified.”
“Courage does not require the absence of fear.”
She looked toward the balcony.
“Eleanor still thought I would protect your career.”
“You did protect something.”
“What?”
“Your right to choose truth over fear.”
Captain Ortega entered with Eleanor’s phone.
One unsent message remained open.
If Preston is caught, activate David protocol.
Chloe read it.
“What is the David protocol?”
A call came from the federal laboratory.
David’s cockpit recorder had disappeared from evidence.
The technician responsible for securing it was found unconscious.
