Hegseth Orders Army Secretary to Dismiss Public Affairs Chief
Secretary of War Pete Hegseth has instructed Army Secretary Dan Driscoll to remove Col. Dave Butler from his roles as chief of Army public affairs and senior adviser, according to a report by Fox News.
The directive comes as Driscoll is currently in Geneva, where he is participating in a U.S. delegation engaged in negotiations related to the ongoing war in Ukraine.
Col. Butler previously served as the Joint Chiefs of Staff’s public affairs chief during the tenure of Army Gen. Mark Milley. He had also been nominated for promotion to brigadier general and appeared on the Army’s promotion list for two consecutive years.
However, that promotion list has reportedly been delayed for nearly four months after Hegseth raised concerns about several officers included by the Army selection board. Under federal law, the defense secretary does not have the authority to remove individual names from an already submitted promotion list.
According to an Army official cited in the report, Butler offered to voluntarily withdraw his name from consideration in order to allow the broader promotion process to proceed.
Driscoll, an Army veteran and close ally of Vice President JD Vance—whom he attended Yale Law School with—had reportedly resisted pressure from Hegseth for months. Sources indicate that Driscoll valued Butler’s contributions to ongoing Army transformation efforts.
“We greatly appreciate COL Dave Butler’s lifetime of service in America’s Army and to our nation,” Driscoll said in a statement. “Dave has been an integral part of the Army’s transformation efforts, and I sincerely wish him tremendous success in his upcoming retirement after 28 years of service.”
Butler also accompanied Driscoll to Ukraine in November 2025 to assist in the early stages of peace negotiations. According to Fox News, Hegseth’s order to remove him came late last week.
Since taking leadership at the Pentagon in 2025, Hegseth has moved quickly to dismiss or push into early retirement several high-ranking military officials, often without publicly stated reasons. Among those affected are Adm. Lisa Franchetti, Gen. CQ Brown, Gen. James Mingus, Gen. Douglas A. Sims, Air Force Chief of Staff Gen. David Allvin, Gen. James Slife, and NSA Director Gen. Timothy Haugh, among others.
Col. Butler has long been recognized as one of the Army’s most effective communicators. From 2010 to 2014, he served alongside elite special operations units, including deployments with the Army’s Delta Force.
He later worked as the public affairs officer for Joint Special Operations Command (JSOC) at Fort Bragg from 2015 to 2018, collaborating closely with Gen. Scott Miller during Miller’s leadership of JSOC.
At Miller’s request, Butler deployed to Afghanistan between 2018 and 2019, where he served as the chief spokesperson and communications director for U.S. and NATO forces while Miller commanded operations in the region.
A retired four-star special operations commander described Butler as “the consummate professional” and “one of the most capable public affairs officers” he had ever worked with.
In 2025, during the Army’s 250th anniversary celebrations, President Donald Trump personally recognized Butler for his contributions to organizing the military parade in Washington, D.C.
Meanwhile, in December, a federal appeals court ruled in favor of Hegseth and the Trump administration regarding the reinstatement of a policy barring transgender individuals from serving in the U.S. military.
