Indivisible itself is led by executive co-director Ezra Levin and his wife, Leah Greenberg. Greenberg previously served as policy director for former Virginia gubernatorial candidate Tom Perriello, who later became executive director of the Open Society Foundations from 2018 to 2023. Observers note that these overlapping roles highlight longstanding connections between the organizations.
Financial ties extend beyond Soros’ network. In 2017, Indivisible received a $350,000 grant from Tides Advocacy, an advocacy arm of the Tides Network. Another affiliate, the Tides Foundation, has previously faced criticism from some commentators who claim it has funded groups associated with anti-Israel demonstrations and campus unrest.
Although the latest grant report for 2024 has not yet been released by the IRS or the Open Society Foundations, existing records indicate that Soros-linked funding has provided more than $7.6 million to Indivisible since the group was founded in 2017.
A spokesperson for the Open Society Foundations told reporters that its grants are lawful and that the foundation does not control how recipient organizations carry out their activities.
“We support a wide range of independent organizations that work to deepen civic engagement through peaceful democratic participation, a hallmark of any vibrant society and a right protected by the Constitution,” the spokesperson said. “Our grantees make their own decisions about their work, consistent with the law and the terms of their grant agreements.”
The issue gained political attention after Republican Senator Ted Cruz of Texas raised concerns about the protests during an interview with Sean Hannity on Fox News. Cruz argued that funding networks tied to Soros could potentially contribute to unrest during the rallies.
Cruz referenced his proposed legislation, the STOP FUNDERs Act—short for “Financial Underwriting of Nefarious Demonstrations and Extremist Riots”—which he introduced earlier this year. The bill would allow the Department of Justice to use RICO statutes to prosecute individuals or organizations accused of funding violent protests.
In a separate development, Republican Representative Buddy Carter of Georgia sent a letter to U.S. Attorney General Pam Bondi urging an investigation into the Open Society Foundations and other Soros-linked organizations. Carter cited reports claiming that Soros-affiliated groups have distributed more than $80 million to organizations allegedly connected to domestic extremism.
Despite the criticism, the Open Society Foundations maintains that it neither pays nor trains protesters and explicitly opposes violence in any form, including violent demonstrations.
Guidelines published by Indivisible also emphasize peaceful action, stating that protests are most effective when participants exercise their constitutional rights to free speech and assembly in a non-violent manner.
