Marco Rubio, who served as acting administrator of USAID in its final weeks, defended the restructuring and said the State Department would now oversee all foreign aid programs.
“Beyond creating a globe-spanning NGO industrial complex at taxpayer expense, USAID has little to show since the end of the Cold War,” Rubio said.
He added that many development goals had failed to materialize and that the changes were meant to improve accountability and efficiency.
“This era of government-sanctioned inefficiency has officially come to an end,” Rubio said. “Under the Trump Administration, we will finally have a foreign funding mission that prioritizes our national interests.”
According to Rubio, as of July 1 the agency will cease implementing foreign assistance directly, with programs instead administered through the State Department if they align with U.S. policy priorities.
